CFPs: Strengthening Citizen Engagement in Democratic Republic of Congo

The European Commission is inviting applications for a thematic program to contribute to the improvement of democratic governance and peace in the DRC by supporting and strengthening an inclusive, participatory, autonomous and independent civil society and democratic space; and inclusive and open dialogue with and between civil society organizations.
Objectives
The general objective of this call for proposals is to: “contribute to the improvement of democratic governance and peace in the DRC by supporting and strengthening an inclusive, participatory, autonomous and independent civil society and democratic space; and inclusive and open dialogue with and between civil society organizations.”
- The specific objective of this call for proposals is: “the promotion and support of the growing interest of local civil society organizations in the DRC on issues related to innovative entrepreneurship, economic governance, access to health and improvement of the urban environment, primarily for young people and women.”
- The priority(s) of this call for proposals is:
- Priority 1: Promotion of innovative entrepreneurship
- Priority 2: Improvement of economic governance
- Priority 3: Contribution to universal access to health care for populations
- Priority 4: Protection and improvement of the urban environment in the city – province of Kinshasa
Funding Information
- The overall indicative amount made available under this call for proposals amounts to eight million five hundred thousand euros (EUR 8,582,500). The contracting authority reserves the right not to allocate all available funds.
- Amount of grants
- Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
- Minimum amount: 2,000,000 EUR
- Maximum amount: EUR 3,000,000
- Any grant requested under this call for proposals must be between the following minimum and maximum percentages of the total eligible costs of the action:
- Minimum percentage: 51% of the total eligible costs of the action.
- Maximum percentage: For EU and OECD CSOs: 75% of the total eligible costs of the action
- For DRC CSOs in the case of a grant awarded to multiple beneficiaries when all members of the partnership (lead applicant, co-applicants and affiliated entities) are local organizations: 90% of the total eligible costs of the action.
- Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
- Duration: The initial planned duration of an action cannot be less than 36 months nor exceed 48 months.
Ineligible Actions
- Actions consisting solely or mainly of sponsoring the participation of individuals in workshops, seminars, conferences and congresses;
- Actions consisting solely or mainly of financing individual scholarships or training;
Eligibility Criteria
- Lead applicant
- To qualify for a grant, the lead applicant must:
- be a legal entity; and
- have no profit motive; and
- belong to the category of non-profit non-governmental organizations and/or their associations and
- be established in a Member State of the European Union, in the Democratic Republic of Congo, or in a:
- Developing countries and territories included in the list of ODA recipients established by the OECD Development Assistance Committee and which are not members of the G20, as well as overseas countries and territories;
- OECD member countries, in the case of contracts implemented in a least developed country (LDC) or in a heavily indebted poor country appearing in the list of ODA beneficiaries.
- To qualify for a grant, the lead applicant must:
- Co-applicant(s)
- The co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those that apply to the lead applicant itself.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
